| VCS Winter Walks |
The Vineyard Conservation Society’s Winter Walks Program will continue this Sunday, February 8, 2009 starting at 1:00 pm at the Frances Newhall Woods Preserve. Guided walks on this private property have been held annually since 1991 when it was permanently protected through a gift of a conservation restriction to The Nature Conservancy.
The walk will last approximately 2 hours, and participants should dress appropriately. From West Tisbury, proceed up North Road about 1 mile, looking for VCS signs on the left.
This season’s walks program, conducted in partnership with the Massachusetts Environmental Trust, explores the theme of “Protecting Our Water” through exploration of the Island’s watersheds, ponds, streams, and drinking water supplies.

Construction dumpsters arrive here and are accepted for a fee of $125 per ton. The refuse from these are combed through to separate out the cardboard, lumber, plastic, large metal objects, with magnetic separation for metal. The lumber is shredded and sent off to be burned for electricity. The remainder is sold for recycling.

WASHINGTON — President Obama is moving quickly to act on the environmental promises that were a centerpiece of his campaign. But tackling global warming will be far more difficult — and more costly — than the new emissions standards for automobiles he ordered with the stroke of a pen on Monday.
Already, the Congressional Democrats Mr. Obama will need to carry out his mandate are feuding with one another.

Obama issues a flurry of environment-related orders
President Obama today signaled a stark departure from Bush-era environmental policies with the signing of executive orders aimed at kick-starting the manufacture of more efficient automobiles.
Obama ordered the EPA to reevaluate a request from California and 13 other states to set automobile emissions standards that are tougher than federal standards. He also directed the Department of Transportation to act swiftly to establish higher fuel-economy standards, starting with model year 2011.

Modern PV panels require only daylight (not necessarily direct sunlight) to generate electricity and so can still generate electricity and so can still generate some power on a cloudy day. Prices are falling rapidly-in fact, it’s predicted that solar power will cost around the same as coal-fired power by 2010. Installing photovoltaic panels on your roof or walls will provide free electricity to power your home. If that’s too much of an investment, try out one of the many pieces of solar equipment - from cellphone chargers to radios - now on the market. We may never need to buy another battery.

| LAND CONSERVATION TAX INCENTIVE BECOMES LAW! |
In a HUGE success for land protection in Massachusetts, Governor Patrick has signed into law the "Land Conservation Incentives" Act (House 5080), which provides a tax credit for donations of certain land to land trusts or public conservation agencies. The New Law
Eligible donations of land or Conservation Restrictions to land trusts, state or Federal conservation agencies or municipal Conservation Commissions, MAY receive a credit equal to 50% of the appraised fair market value of the land, up to $50,000 per gift. The Executive Office of Energy and Environmental Affairs (EEA) will first determine whether any given property proposed for donation (CR or fee) meets the public interest standards for natural resource protection. These tax credits will apply to land donations that result in the permanent protection of drinking water supplies, or wildlife habitat and biological diversity, scenic and cultural values, and agricultural and forestry production and the program is capped at $2 million per year.
IMPORTANT! This tax credit does not take effect until January 1, 2011 and it is NOT automatic for all donations of land or CR! EEA must come up with eligibility guidelines.
The law further requires that:
- Gifts of land must be permanently protected
- Tax Credit is valued at 50% of the appraised fair market value of the land
- Tax Credit is limited to $50,000 per gift
- Tax Credit cannot exceed the donor’s annual state income tax liability, but may be carried forward for 10 consecutive years

Coastal agency approves Cape Wind plan

Cape Wind Associates LLC has received another important state approval in its bid to build the country's first offshore wind farm.
The Massachusetts Office of Coastal Zone Management issued two determinations Friday that the proposal to build 130 turbines in Nantucket Sound is consistent with its policies.
The findings by the agency responsible for balancing the impact of human activities with protection of the state's coastal and marine resources came exactly a week after the U.S. Minerals Management Service (MMS) issued a crucial environmental report that found few negative impacts from the project.

Solons tell town leaders to act now on surface water cleanup

The stakes for Island efforts to improve water quality have increased dramatically, state legislators warned at a meeting of the All Island selectmen last week.
Senator Rob O'Leary (D-Cape and Islands) and newly elected state Rep. Tim Madden met at the Katharine Cornell Theatre Wednesday with officials and members of the public to deliver the news that Vineyard towns must clean up their water resources soon or face expensive environmental legal challenges. Mr. O'Leary said the money is there to do the work, including $300 million in state funds already set aside and potential funding from the federal stimulus packages now being debated in Congress.
